Hampshire Constabulary

Automatic Number Plate Recognition (ANPR)

Brief:

The Criminal Intelligence Services at Hampshire Constabulary used camera-equipped mobile vans at key monitoring points to track vehicle number plates as they traverse across Hampshire, geographically one of the largest counties in England. One of the uses of the information from these cameras was to link suspicious activity recorded from CCTV footage at alleged crime locations relative to suspect vehicles in the vicinity at the time of reported criminal activity.

Solution:

Synetrix worked with Hampshire Constabulary to develop their new ANPR system to gather and act on vehicle-related intelligence. Synetrix installed an end-to-end solution which captures vehicle data via data capture devices with colour video overlay image, and then transmits the data via a secure network to the Constabulary Headquarters.

Having delivered the Hampshire County Council core network, Synetrix were able to offer HC a competitive and high performance solution over the same secure multi-service infrastructure, offering pervasive coverage of the County via high speed fibre connections.

HC provided the key motorway and sea port surveillance points and Synetrix extended the network to these points, as well as managing the provision and installation of the field monitoring equipment, housing, power and civil engineering.

The ANPR system now provides the ability to route dynamic information intelligently across the network ensuring optimum utilisation of resources and high levels of reliability.

The ANPR cameras use a secure MPLS VPN to connect to Police Headquarters over the Hampshire Public Service Network (HPSN2).
